REGULATIONS

  1. Organizers: The Hungarian Chess Federation (HCF) will organize the above-mentioned event for teams in Győr (Hungary) from 12th December (Arrival) to 22nd December (Departure). The U-16 Youth Olympiad will be conducted under the auspices of Federation Internationale Des Echecs (FIDE)
  1. Participation:

The Hungarian Chess Federation has the pleasure of inviting your Chess Federation to participate in the World Youth Under-16 Chess Olympiad.

2.1

Players who shall not have reached the age of 16, by January 1st 2014, (Date of Birth 1998 and after) are entitled to participate.

2.2

Each FIDE member federation has the right to send one team having free board and lodging from 12th to 22nd December 2014.

Each team shall comprise 4 players and 1 reserve (one of whom must be a girl) and 1 captain (or Manager, Trainer). (FIDE HB B. IV. 09. 5.)

They have to pay only the 100 EUR/person registration (organizing) fee and 100 EUR/team FIDE entry fee.

2.3

Institutions other than the National Federations are not entitled to delegate teams. However, the FIDE- Secretariat may allow the participation of additional teams.

2.4

FIDE member federations have the right to send additional (extra) teams to U16 Olympiad fully on their own costs.

Each player, official and accompanying person shall pay 100 as a registration (organizing) fee for the event. It is to cover transfer costs, (from the airports of Budapest, Vienna, Bratislava or from Győr railway station to the hotels), costs of accreditation cards, certificates, etc.

2.5

FIDE entry fee is €100 for each team and FIDE will charge the participating federations with it in their regular invoice.

2.6

The deadline for entry is 15th November 2014. We kindly ask all federations to keep this deadline. The organizers may accept late entries only in exceptional cases with 100 EUR/team extra fee to be paid.

2.7

The participating Federation should apply for their registrations via the “Registration Form”. (Please check Article 14 from where you can download registration, hotel accommodation reservation and transport details application forms).

  1. ACCOMMODATION: Members of the additional teams and other accompanying persons shall also pay for accommodation and meals by themselves. Lunch and dinner (also buffet) are also provided for the additional team members at their Hotels and these services must be accepted by them.

The OC will try to provide the best accommodations in Hotels with WIFI for all participants.

PRIZES:

4.1. Before the beginning of the first round, a list of the prizes to be awarded to at least the 5 highest placed teams, including special prizes shall be published together with the rules for their award. The Organizing Committee shall also award Gold, Silver and Bronze medals to the 6 members of the teams taking the first three places.
4.2. Individual Board Prizes – Players assigned to the same board number in their respective team lists shall be in competition with each other for an individual board prize. For the purpose of this award, the player`s performance rating from their games shall be compared. Only the following shall be eligible for board prizes: Board Numbers 1 to 4 who take part in at least 60% of the rounds; Board Number 5 who take part in at least 50%.
  1. TOURNAMENT VENUE: Located in The University of Győr (Nyugat- Magyarorszagi Egyetem) Győr, Liszt Ferenc út 42.

It is maximum a ten minutes walk distance from the hotels to the playing hall.

  1. TOURNAMENT FORMAT and TIME CONTROL: The tournament shall be run on a 10 Round Swiss System. Each match between teams will be conducted over 4 boards. 90 minutes to finish with 30 seconds increment from the first move. Concerning delays, the zero tolerance FIDE rule is applied.

Countries that require visas for Hungary (or for either Austria or Slovakia in case of arrival through Vienna or Bratislava respectively) are requested to apply for visas at their respective Hungarian Consulate or Embassy. The Hungarian Chess Federation will send invitation to all participants eligible for the Tournament.

10. Cities where participants can transfer from to Győr:

Budapest, (Liszt Ferenc, Ferihegy Airport), Vienna (Schwechat Airport), Bratislava (M. R. Štefánik Airport)

The Hungarian Chess Federation will arrange free transfer between the airport and the hotels on the arrival and departure days.

Győr is easily accessible by train also.

For those who arrive by train the organizers provide free transfer to the hotels only from the railway station of Győr.

11. General FIDE Rules are applied in all other details not specified in this document.

All kind of payments must be completed before the start of the first round. The players who did not make their payment will not be paired.
